    • “Elgin earned both a Bachelor's and Master's degree from Southwest Texas State College in San Marcos. He served as a Marine pilot in the Pacific during World War II; worked for the Texas Parks and Wildlife Department in San Marcos, San Antonio, and retired while working in Rockport as the Regional Director for Inland Fisheries. He had a ‘second career’ as a teacher at Rockport- Fulton High School where he taught science. He resided in Rockport/Fulton for almost 40 years.” [2]
